The Town of Andover intends to offer 11 Lewis and the MBTA may offer 0 Railroad Street for either long-term lease, sale or any combination to qualified entities that provide proposals to adaptively reuse these properties consistent with the Andover Historic Mill District (HMD) overlay district. Located in the heart of the newly adopted HMD zoning district, the subject area is currently occupied by the Municipal Services Facility and is uniquely situated directly adjacent to the MBTA Commuter Rail Station and core central business district. The newly adopted Historic Mill District overlay encompasses nearly one hundred (100) acres between Main Street, Dundee Park, the Shawsheen River and Whole Foods Grocery Store. Based upon numerous community visioning sessions conducted throughout 2014 & 2015, the Town is promoting adaptive reuse that will encourage smart growth development in proximity to Andover’s regional transit station by fostering a range of housing opportunities within mixed-use development projects, preservation of open spaces, expanding transportation options, while enhancing pedestrian access to employment and nearby transportation systems.
